AEP corrector sads
An enhancement was introduced into the AEP system which allows for the submission of a correction SAD prior to the release of this SAD by Customs.
This message will be an X31 message, and will in effect be a SAD correction message prior to the receipt of a "Green" routing. SADs that are placed under control in the AEP system (Red/Orange) previously would be released by Customs with an understanding that where corrections were required, a correction would be submitted following the Green routing.
The new procedure will be that these SADs will be given a status of awaiting a correction, the AEP system will not issue a message indicating that a correction is required (this will be introduced at a future date). In the interim, traders will be verbally notified by Customs Stations of the need to submit a correction SAD (X31).

AEP Changes
With effect from 29th March Revenue have made a number of changes to the AEP system which traders should be aware of, the details are set out below. Some of these changes may require a parallel change to traders’ software.
What are the requirements?
A change has been made that will allow traders to submit a correction to revise the number of items on a SAD. Traders will now for example, be able to submit corrections that will allow a 5-item SAD be revised to a 4-item SAD and vice versa.
A change has been made that will allow traders submit a correction where the corrected SAD has no data in a field that originally contained data. Currently such corrections are being rejected by the system. An example of where this is occurring is when a commodity code that required an additional code is being corrected to a commodity code where no additional code is required. Such corrections will no longer be automatically rejected by the system.
The validation that required the Consignee on an Export SAD to have Authorised Economic Operator (AEO) status where both the Consignor and Declarant were claiming AEO status through the use of the “E” code in the Specific Circumstances Indicator (SCI) box has been removed.
A change has been made that will prevents corrections to Indirect Export SADs where the status of “Exported” has not been reached i.e. exit has not been confirmed by the Office of Exit in the other member state. Such corrections will be rejected with the error code ECLR019325. However corrections to such SADs with a status of “Exported” will now be correctly processed.
A change has been made that, when a correction to a SAD is manually rejected by a Customs Officer, the rejection message, which is sent back to the trader, may now contain the rejection reason. This will allow traders to receive information on why the correction was rejected when such information has made available by the Customs Officer.

Consignment Cert Security
Under the new requirements of the EU Regulation, which comes into force on the 29th April 2010, the Department of Transport will be obliged to feed into a new EU Database.
All contact details for Regulated Agents &Known Consignors will be listed on the database.
This will include the unique identifier for each individual site i.e. Regulated Agent No's & Known Consignor No's.
These numbers will be required to be in a specific format.
With that in mind, the Department would advise all Regulated Agents against printing their new Consignment Security Certificates in large quantities which may not be utilised by the 29th April 2010.
We would also advise companies to retain the Department of Transport's logo as a footer to the new C.S.C. to avoid confusion with the C.S.C. belonging to the UK.
All agents will be advised of their new Regulated Agents number in adequate time for inception into the EU database.
If you have any queries in relation to the above please do not hesitate to contact the Department.
